Steven holds undergraduate and Masters law degrees from Downing College, Cambridge. During his time there, he won the University’s Constitutional Law Prize and contributed to the Law Quarterly Review. Before entering legal practice, Steven spent formative years in the music industry, honing negotiation skills that continue to inform his approach as an advocate.
Across a 25-year career, Steven has advised or represented clients at all levels of Isle of Man courts, including cases reaching the Privy Council. He has acted in – or advised on – numerous prominent and seminal Manx cases, with his advocacy contributing to key developments in Manx law. His unique breadth of experience led him to conceive and write CLICK, the Isle of Man’s first online civil procedure portal.
Whether dealing with ancillary relief, civil contempt, debarring orders, freezing orders, insolvency set-off, standing in doleance or other highly technical matters – and whether acting in a high-value multinational commercial dispute or a sensitive legally aided case – Steven’s approach is unwavering: he leaves it all on the pitch.
Beyond his client and courtroom work, Steven serves as the Isle of Man’s Regulation of Surveillance Commissioner and Interception of Communications Commissioner, overseeing the use of investigatory powers. He also sits on the boards of Circa, the disability services charity, and – as a lifelong music lover – the Peel Centenary Centre.
